DockerHubのレートリミットに当たっているらしい？ECRから落としてみる

docker pull public.ecr.aws/localstack/localstack:latest

modules以下に色々なプリセットが存在するが、それ以外のコンテナが必要ならGenericなコンテナを作って実行すればいいらしい。
